{"id":815,"date":"2020-07-20T12:29:40","date_gmt":"2020-07-20T12:29:40","guid":{"rendered":"https:\/\/news.law.fordham.edu\/elr\/?p=815"},"modified":"2020-07-20T12:29:40","modified_gmt":"2020-07-20T12:29:40","slug":"part-i-joe-bidens-got-a-climate-plan","status":"publish","type":"post","link":"https:\/\/fordhamlawelr.org\/?p=815","title":{"rendered":"Part I \u2013 Joe Biden\u2019s Got a Climate Plan"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-817\" src=\"https:\/\/news.law.fordham.edu\/elr\/wp-content\/uploads\/sites\/12\/2020\/07\/60A6523E-DA39-49B1-A2E9-DC75F6596396_4_5005_c-271x300.jpeg\" alt=\"\" width=\"271\" height=\"300\" \/><\/p>\n<p>by Michael Albalah<\/p>\n<p>\u201cWhen I think about climate change, the word I think of is \u2018jobs.\u2019\u201d<\/p>\n<ul>\n<li>Joe Biden<\/li>\n<\/ul>\n<p>The <a href=\"https:\/\/perma.cc\/2H3G-DB2E\">Green New Deal<\/a> garnered a lot of attention.\u00a0 Democratic Presidential Candidate Joe Biden\u2019s <a href=\"https:\/\/slate.com\/business\/2020\/07\/joe-bidens-climate-plan-is-the-green-new-deal-minus-the-crazy.html\">plan is similar<\/a>.\u00a0 He plans to spend ~$2 trillion over four years to address environmental issues.\u00a0 His plan focuses primarily on expanding clean energy in sectors that will drive job growth.\u00a0 The proposal is the second plank in Mr. Biden\u2019s\u00a0<a href=\"https:\/\/perma.cc\/42TW-Z3GM\">economic recovery plan<\/a>.<\/p>\n<p>It outlines specific and aggressive targets such as achieving an emissions-free power sector by 2035, upgrading four million buildings over four years to meet the highest standards for energy efficiency, and even ensuring government vehicles are electric vehicles.<\/p>\n<p><a href=\"https:\/\/perma.cc\/U8TC-L2QS\">\u201cThis is not a status quo plan,\u201d said Gov. Jay Inslee of Washington, a prominent environmentalist who ran a\u00a0climate-focused campaign\u00a0for the Democratic presidential nomination and later\u00a0endorsed Mr. Biden.\u00a0 He added: \u201cIt is comprehensive.\u201d <\/a><\/p>\n<p><strong>Notably, the plan includes proposals to address race-based environmental injustice.\u00a0 Perhaps most interestingly, his plan calls for establishing an office of environmental and climate justice at the Justice Department.\u00a0 <\/strong><\/p>\n<p>To pay for it, <a href=\"https:\/\/perma.cc\/U8TC-L2QS\">Mr. Biden proposes an increase in the corporate income tax rate to 28 percent from 21 percent<\/a> and using some still-undetermined amount of stimulus money.\u00a0 It would also require a combination of executive actions and legislation.
