{"id":1128,"date":"2021-02-24T00:08:52","date_gmt":"2021-02-24T00:08:52","guid":{"rendered":"https:\/\/news.law.fordham.edu\/elr\/?p=1128"},"modified":"2021-02-24T00:08:52","modified_gmt":"2021-02-24T00:08:52","slug":"covid-19-and-the-renewed-fight-against-peaker-plants","status":"publish","type":"post","link":"https:\/\/fordhamlawelr.org\/?p=1128","title":{"rendered":"COVID-19 and the Renewed Fight Against Peaker Plants"},"content":{"rendered":"<p>by Sarah Walsh, Fordham Environmental Law Review, Environmental Justice Columnist<\/p>\n<p><span style=\"font-weight: 400;\">New York City\u2019s\u00a0 \u201cpeaker plants,\u201d supplemental power plants that operate only when demand is peaking, further environmental injustice.\u00a0 They are <\/span><a href=\"https:\/\/perma.cc\/5L9Z-HQBY\"><span style=\"font-weight: 400;\">the last power plants to be turned on and the last to be dispatched<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0 The <\/span><a href=\"https:\/\/perma.cc\/Q379-RB6H\"><span style=\"font-weight: 400;\">16 operating<\/span><\/a><span style=\"font-weight: 400;\"> peaker plants are highly inefficient and \u201c<\/span><a href=\"https:\/\/perma.cc\/Q379-RB6H\"><span style=\"font-weight: 400;\">spew harmful emissions<\/span><\/a><span style=\"font-weight: 400;\">&#8221; into neighborhoods that are already overburdened by pollution like the South Bronx, Sunset Park, and other communities of color.\u00a0 They exacerbate environmental health problems.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The problem of Peaker Plants isn\u2019t new, but the COVID-19 crisis makes these issues even worse.\u00a0 Peaker plant emissions of \u201c<\/span><a href=\"https:\/\/perma.cc\/S6LF-EYZQ\"><span style=\"font-weight: 400;\">fine particulate matter and nitrogen oxides elevate the risk of illness and severe infection from COVID-19<\/span><\/a><span style=\"font-weight: 400;\">.\u201d Many of them have been operating since the 1970s (or even earlier) and have little or no pollution-control equipment to reduce emissions. In fact, according to a <\/span><a href=\"https:\/\/perma.cc\/S6LF-EYZQ\"><span style=\"font-weight: 400;\">recent study released by New York Lawyers for Public Interest<\/span><\/a><span style=\"font-weight: 400;\">, New York City residents, through their electric bills, have paid more than $4.5 billion over the past decade to owners of these toxic power plants.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Environmental justice activist groups have started calling for these \u201c<\/span><a href=\"https:\/\/perma.cc\/B59T-CVVM\"><span style=\"font-weight: 400;\">pollut[ing], archaic, and inefficient<\/span><\/a><span style=\"font-weight: 400;\">\u201d systems to be replaced. Many argue that the first step toward replacing these plants is to begin \u201c<\/span><a href=\"https:\/\/perma.cc\/B59T-CVVM\"><span style=\"font-weight: 400;\">investing in energy efficiency upgrades, large-scale renewable energy generation and battery storage, and distributed smaller-scale renewable energy generation and storage<\/span><\/a><span style=\"font-weight: 400;\">.\u201d Some even say that replacing them is a \u201c<\/span><a href=\"https:\/\/perma.cc\/68L2-S97J\"><span style=\"font-weight: 400;\">critical first step to achieving New York State\u2019s newly mandated zero-emissions energy sector by 2040<\/span><\/a><span style=\"font-weight: 400;\">\u201d (as mandated by the New York State Climate Leadership and Community Protection Act).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2020, the New York Power Authority signed an agreement with <\/span><a href=\"https:\/\/perma.cc\/68L2-S97J\"><span style=\"font-weight: 400;\">Peak Coalition<\/span><\/a><span style=\"font-weight: 400;\"> (a group of five environmental justice and clean energy groups) to study ways to replace or reduce emissions from NYPA\u2019s six gas-fired peaker plant sites in New York City and Long Island. This<\/span><a href=\"https:\/\/perma.cc\/EJ2U-ZJJJ\"><span style=\"font-weight: 400;\"> collaboration between the largest state public power utility in the United States and the environmental justice community could be a model for elsewhere in the country<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0 While this partnership is a step in the right direction, it is important to remember that this is just an initial step.
